I do know that if I had it I would run it up the eBay flagpole to see if anybody saluted before I took the scrapman's shilling.
There are no "modern regs" which make this cable unusable or disallowed - as long as it is sound its electrical characteristics are known, and there is not one single reason, per se, why it is not still useful.
Look at what a 100m roll of 1.5mm² 6491X cable costs. Your rolls are 91.4m, but that should give you an idea of where to pitch an eBay price between that and the scrap value.

Does the voltage a cable is used at make a difference to the minimum standards required ? What I mean is, if the 4491X has been superceded by the 6491X which is thicker copper - and only the 6491X is permitted to be used with mains voltage in UK - then does using it for 24V and 50V or even 110V mean the regs. are irrelevant ?Those colours are still used today for 24 volt and 50 volt panel wiring, so no reason why you should not sell it.

As suggested earlier in the forum I have checked the price for the 6491X which seems to range between £10 and £16 (ex VAT) per reel of 100 metres, so if I list the various colours on Ebay for say £4 per reel of 100 yards - as long as I make sure it is clear that the 4491X is no longer on the market and has been superceded - and that the buyer needs to be aware of current regs. regarding cable - that should hopefully eliminate someone buying it in the mistaken belief that it is a current product. No pun intended !Its more to do with the colours
240v and higher voltages are limited to certain Solid colours, exception being G/Y earth
As Bas said earlier the terminations can be oversleeved
Your cable is still larger than for example 1mm that is allowed on 240volt, however 6491x has never been made in 1mm I assume due to mechanical strength.
As far as I know the regs apply to all voltages, though some regs are specific for the voltage.
A 12 volt connection AFAIK is treated the same as a 400volt connection, ie accesable and in an enclosure

After that length of time, is the pvc still sound ? Does cable have a shelf life ?The picture of the drum will give away how old it is. I wasn't around, but cable changed to metric around 1970? That makes the cable at least 45 years old, and that shows from the pictures. If anybody buying it thinks it's new, they're silly.
