If it were air con with a spray condenser or some other high risk system I could understand it, but for a DHW cylinder just set the thermostat to 60 and leave it be.
Not according to the link I posted above. It says there's no need to document the assessment at all.There's no test required, just an assessment of any potential risks. If you don't give the assessment to the tenants before they move in, then they won't be able to take them to court to get them out.
You've obviously never rented if you think deposit protection or gas safety certificates are a money making racket.Legionella assessment is not a legal requirement at all. I'm sure the government will push for it in the future as it's all a money making racket anyway. Many companies that provide all that EPC garbage have already been done for lying to dumb landlords about it being mandatory to get yet another test fee out of them. Watch this space.
