Please help me understand the central heating :)

So a plumber visited and sorted it.
And bleeding the rads wouldn’t have done the job - as I suspected.
Simple when you’ve been shown eh!

Anyway, thanks everyone for all your responses and advice in helping me resolve this issue, I really appreciate it :)
 
It seems an easy DIY job to replace the programmer, just make sure the power is off before you change it.
The curious symptom of the uncontrolled hot water is another matter. The 'by-passed' comment leads me to consider that the 'electrician' (the one who left exposed live terminals?) MAY have connected a live feed directly to the boiler.

Hi MeldrewsMate, the constant hot water is due to the actuator valve being stuck in the B position. It will need replacing as both heating and hot water have this problem
