Paint blob on laptop charger - white spirit not working

I recently got a second hand laptop which has what looks like an aged gloss white paint blob (maybe Tippex?) on the body of the charger. I've been trying to shift it with white spirit but it is doing next to nothing. Does anyone have any ideas for something else to get it off?
 
I'm guessing you don't want to try sanding it off?

Acetone maybe? (which is the main ingredient in nail varnish remover, BTW)

Test it with a tiny speck somewhere on the plastic first. Acetone can react strangely with certain plastics. Look on the plastic to see if you can figure out what type of plastic it is, ideally. This will usually be embossed into the plastic directly, rather than be on a sticker, and check it here.

You'd be looking for just "PA6", "ABS", "PP", "PC", etc. i.e. Just a shortened version.
 
"Gun wash" containing Xylene and Toluene. It will affect the plastic but not in the same way that acetone does. Mechanically removing as much as possible first is the way to go.

Stanley blade as said, to remove the majority of it.
Then try the white spirit.
