We have one on one of our boundaries (planted by previous owners) and I can agree that the thorns are wicked.

Paint the top with anti climbpaint.

Lay a course of bricks as a dog-tooth coping, which is a brick on edge but laid at 45°. If you are feeling adventurous, and it's a 9" wall, use half bricks with the front row at 45° and the back row at 135°.
And have everyone and everything that brushes past it covered in greasy paint. And the really astute, claiming damages from you or your insurer. And the less astute but more direct, just thumping you.
