Opening in underground bricks/blocks for sewage pipe

The builder is building the first courses of blocks/bricks over the new foundations, so we are still underground, and has made an opening to pass a sewage pipe, covered with two lintels. I asked him to move the opening about a brick's length to the side, because I want to build foundations for a new wall right where this opening is. He said that it is not possible because there are rules about how close to the corner you are allowed to place an opening for a sewage pipe, and if he moves it even one brick's length to the side it would then be too close to the damned corner.

Is this correct? Because if not, I would really really like that opening moved. I attach a sketch of how it will be if he does move it.

True - but not at that depth. We have had to cobble up lintels etc over walls, where an existing sewer pipe has actually penetrated the corner of an extension.

There are rules governing proximity to a corner but these only become relevant the higher you go as they are to do with stability/wind loading etc.

Stability and wind loading?? are there any issues with stability at corners its all self bracing??
The only issue I can see with taking a pipe nearer to a wall is that it then gets into the area that may be influenced by the loading on the foundations of that wall.

This builder of yours really is crap.

That is not an opening. It's a hole for a pipe.

Even above ground we had a full height wall with only 200mm return supporting a 4.8m steel.
But the builder won't necessarily know as their primary job is building not designing. If you want a definitive answer the SE for the job can confirm.

But by referencing a completely inappropriate standard that only applies for wall buttressing, he's given the game away.
