I think his point is - as a barometer on Brexit there are potentially a few Million that will count this time and wont count next time. (assuming there is a ref2)

Europeans did not get a vote in the referendum, they do in the European elections. Not the sane, but the media are talking these elections up as though they are a virtual ref2.
