looks very white, is it cement? and what are the bricks made out of, they look soft and weathered like sandstone gets?

On normal bricks with regular cement you can clean up poor pointing with an acid wash - but nothing about your image looks normal so not sure what to suggest. It does look a mess, have you got a picture before the job?

Its a stone wall . Its a grit mixture . We have 2 large gable walls to do yet ,but it looks messy and cement is all over the stone . the pointing has rugged edges .just wanting peoples opinions before the whole house gets done like this by the builder . Thanks

Same difference though (probably more important on stone than bricks) . If you use the wrong mixture in the pointing it will do more harm than good, also if the pointing is too proud it may attract dampness into the face of the stone/brick and then lead to frost damage. The pointing should always be weaker than the stone. Find out what mixture was used and double check with building control.
The other consideration is the aesthetics of the job, at the moment what they have done looks awful, its far too light, will it tone down after a few months (some do) and look OK ? I would like to find out a few more things before jumping to the conclusion it has been a crap job.

If it's an old property with lime mortar, it would look better done in lime as a flush joint and finished with the churn brush.

Yes gives it an open surface rather than a tooled finish which is supposed to help water evaporate off.
