Did they prosecute the eaters for cruelty to animals, perhaps?
No, disorderly behaviour likely to cause harassment, alarm or distress.
I'm veggie, but even I would not feel harassed, alarmed or distressed at watching someone eat meat.
Would they have prosecuted the pair for standing there eating a meat pastie?
