Random numbers painted on boundary fence-posts

We noticed these (badly) painted numbers 1 & 2 painted on a council-owned boundary fence next to our property.

I'm familiar with the council painting on the pavement/road but can't figure this out, the numbers are maybe 6-8 posts apart and the fence is virtually brand new. No services run there that we know.
We had some trench work done recently but I can't see how it would be related as their trench was in a different location.

Any guesses? OK, they're clearly not random numbers but I can't edit the title now!
 
Those pheasants are right vandals, painting peoples' fences.
 
if we assume say 2m between post on average and 7 post thats about 45 ft/14m what would need that space ??
portacabin/ parking space/ caravan unlikely ??
could perhaps just be a random person thinking off buying the land if its for sale to work out a possible use ??
