Hi from digging is the grounds to our flats looking for reasons of damp and mould to the flat below the contractors found this pipe broken under ground this has probably been like this for a long time leading to continuous issues in the flat below. Can someone advise me or what sort of pipe this is? Thankyou

Would it be a water pipe or waste pipe? Just wondering if it’s the water board that will need to come out or if it’s responsibilities of the tenants of the block?

if it is a communal drain a good chance that the water supply/ drainage company are responsible for the cost, but some blocks of flats have agreements about communal services call the water company they will advise you FOC
