I don't think anyone is forcing you to pay that, its looks like a fairly generic product. If so, other vendors will probably be available.

On the checkout page it's very clear what delivery options are available. As it's Partmaster they possibly assume that engineers and repairers need stuff PDQ so offer the Next Day option first but it's very easy to change the delivery option to standard for £2.99.
