A plumber came round to check a radiator that wasn't working and turned off all the radiators which fixed the issue.
Now I'm noticing that the combi boiler and all the radiators are making a continuous whooshing sound even when turned off.
How do I fix this? Thanks.

An electrician to fix your boiler is like a builder having a go to fix your brain.
Turning off all the radiators could have a detrimental effect on the boiler if the boiler needs to circulate water through a bypass. If that bypass is a radiator which now is no longer open to allow that, pump could fail. Constant hissing could be a leak.

Oh my bad I meant to say a plumber not an electrician.

This is a video of the boiler and noise:

The noise seems to be coming from the pipes. The radiators in other rooms making noise as if they're on even though they're turned off.

I undid the screw until some water came out then retightened it.
yes that is howyou do it, with the boiler running place a large screwriver against the pump and the handle end to your ear, this will tell you if it is the pump you will hear it as the sound will be amplified

I meant the technician fixed the radiator problem initially so all the radiators work now.
Right now they're switched off. The noise is there whether they're turned on or off.

I can only suggest you get the plumber back. If the noise happens with everything switched off it is more than just air in the system.
