Does severity reduce crime?

The article said that illicit drug use and associated crime had reduced by 98%as a result of the trial.
It is not hard to work out that if you give an addict free drugs they may not need to go out and steal to get the cash to buy drugs, but that isn't the point is it.
Long term drug abuse is damaging both physically and psychologically, instead of helping addicts to kill themselves, the state should be helping these people to become drug free and healthy.
You're right, if, we could do that then that'd be even better. But since we can't, this seems to be an improvement on what we are doing.

OOI how did the British empire force China to accept Opium if there was no market / desire for the substance? Was it used as payment for something?

It is an entertaining bit of news. But if you're interested in the ecological and ethical supply chain of your fix then it's a step in the right direction.
