There are a lot of expats cruising the Mediterranean with a "cherry picking" attitude (not a Brexit thing), they want to pop home for any NHS treatment, but pay their taxes in cheap locations.
If they are tax resident in another country than UK, they will have been issued (or should have been, or must have been) with an S1, which is specific to whichever country they intended to register for tax status, for their income to be tax free in UK.When you request a S1, you have to declare which country it is for.
Therefore, they should also be seeking medical care in that country, and they should have taken out medical insurance where applicable, and they should be using an EHIC card from that country, for Medical care in UK.
That's the system.

Best get an HSBC account, and after 6 months you can get multiple currency accounts...

Particularly useful given borisconi and goebbels are crashing the pound again, although a tad late if you haven't already done so...
(And smogg has conveniently gone awol probably in order to cash in via his EU based companies)

I think Mottie means it is no surprise that a foreign bank without an agreement or licence in place will not have the same rights as a bank that does. Mottie is remembering that our Transition period, intended to give us time to migrate onto new trading terms, has only 110 days remaining, and we have not yet agreed on new terms.

UK banks are now "foreign" or third-country banks in the EU, and Buffoon is again talking up a no-deal exit.

There seems to be a way around the system for people with feet in both countries at the moment. I think this wont be so easy in 2021 deal or no deal.
 
Surely continuing to use a British account debit/credit card in Europe would not be the wisest thing to do.

Precisely, (although what JohnD says is also correct) and to do with ex-pats abusing the NHS. They should be using an EHIC card from their adopted country (assuming they're in EU or other accepted countries.)
It's to do with tax residency, rather than the essence of where you spend most time, have social circle/ family, etc.
If you're tax resident in UK, then you have access to NHS. If you're tax resident in another country (with a reciprocal arrangement with UK) then you use an EHIC card from that country.

Presumably these ex-pats by definition, have paid into the NHS for a fair proportion of their working lives when they were young, fit and not in so much need of it before 'abusing' the NHS?

UK banks are 'third country' banks in all other countries aren’t they? Always have been, I see no problem with a U.K. bank being a third country bank to any country in the EU. Whatever the case, it won’t be one-way will it? There’s will be 'third country' to us.

The UK decided to throw this away.

So no, they have not always been.
