Sash and euro lock problem

I have in my shed lots of hardware bits and bobs left over from when I was site managing.
I had a back door fitted the other day and the carpenter fitted the sashlock, but called me over to say that to open the levers need lifting up and not down.. we pulled it apart and have concluded that unless we have the lock above the levers (which means the eurolock is upside down) then we cannot reconfigure this to work with a ''Lever Down to open'' the question i ask here is, is this a certain type of sashlock for special installations? I cannot find a brand name. As anyone an idea as to why these are like this ( to help stress my point the spindle as to turn clockwise to open, and there appears no way of reversing this)

I remember someone whos doors had this, was to prevent small children opening, don't know if it was a safety feature or they had them altered.
