Yes, you should have reported that you "perceived it as a hate incident".I was in work the other day pushing a small 3 drawer pedestal unit from one classroom to another. My route took me through a dining/study area where there were about 200 students. Because I was bent over pushing it I started getting a few woo-woo's type of thing from some of the girls. Took it in my stride because they were full of high spirits because it was their last day before the Christmas break when suddenly one of them shouted "Nice arse!" as I got near the exit. Now if that had been a woman/young girl doing the pushing and a lad doing the comment can you imagine the uproar it may have caused?
