New oven rated at 2.99KW

My wife has chosen a new oven (Neff) rated at 2.99KW. The specification says that it needs a plug and cable to be fitted by an electrician. I was wondering just how safe this would be if fitted with a 13amp plug as it's very near the limit. Will it get hot? (Socket is under kitchen unit in a cupboard). Would the 2.99KW be when the oven is using all functions and the reality is that it would rarely draw so much? We don't have a dedicated cooker socket, I'm afraid.
 
Yes, fit a plug. 2.99kW at 240V is 12.46A - not that very near the limit is a thing.

You are correct about the current draw. It will not draw the full amount for very long.

Yes, but the Wattage and current go up and down with the Voltage.

The 2.99kW will only be correct at a specific Voltage. Does it not say what that is in the specifications?

mine sometimes does, in winter

but in summer, usually a bit higher

I had some other premises, among a few industrial units in a beachy district full of bungalows with solar panels, where the "resting" actual voltage was 230, same as nominal. IIRC the 3ph was 400. I presume because the solar panels pushed it up when the sun was shining.
 
A 13A plugtop (term deliberately used to annoy those who will be annoyed by it) should not be run with a 13A load for long durations. That said, it may be a total connected load and diversity may come into it also. That said, if it was suitable to be connected via a plug and socket arrangement then it would have been required by law to be supplied with a moulded plugtop fitted.
