my house was built in 1963 on a concrete platform of 300 thickness. I am building an extension and renovating my main house in the same time. both planning permission and building reg was granted Feb. 2019 by my local authorities in the south west. the work has started but due to corvid and other personal issues has not completed yet. most of the work has been done now apart from the sitting room which need to be fitted with under floor heating. I took off the wooden floor board and tried to fill the ground with hard core (bricks, type one stone, and gravel)on top of the original concrete floor, see pic. the building controller came last week and had a look at the original floor and saw the hard core outside the house that was intended to fill the ground with. he did nor seem to have an issue. however, he paid another visit yesterday which was a visit from hell. he sked me to take every things I put out, he was very sarcastic and asked me if I have a BC for this work which he did not mentioned in last week visit. I was rather shocked as I believed was covered in the original BC permission that was granted in 2019. I rang his department and a colleague of his told me the same thing. I am not happy with the and would like to complain about his bad attitude and manners. how do i need to approach? and what are the chances to ask for a replacement.

Was the solid floor included in the building control application?
BC can get a bit sniffy about "extras"
I would ask for clarification of what the BC officer has rejected.
If you are saying you have laid loose whol bricks onto an old concrete slab, then random hardcore thenntype 1 - to be honest it doesn't sound like material,suitable for compaction. I've never come across somebody putting hardcore onto a slab before.

he said it was not. he is very awkward and heard to talk to giving time as an excuse. the original plan was to put concrete beams and blocks as we did with the extension.
however, when I took floor board off there is not much space underneath. if I install the block and beams I end up with 50mm void which no much at all. Thus I decided to fill the ground with hard core. if bricks and stone gravel is not suitable, what is suitable please?
most importantly I am very worries that he might pick on something else next time and will delay my project further. we are not getting well at all. how can complain and ask for another officer?

It seems your BCO is correct and it is you (or whoever has attempted a solid floor) that is wrong. If the main dwelling is built on a raft then the ground is not suitable to bear a solid ground bearing slab. B&B should be obeyed in this instance.
Complain all you like - it won't improve the ground conditions.

Never mind what he said. Did you submit the application? Building Notice or Full Plans? What was included? Was it just for the extension or did it include for alterations to the existing house?
I think you might be on a sticky wicket if you complain. I'm not sure you are totally blameless here.
Its hard to say without knowing the construction detail....Im not sure what you can do with a raft construction.
But you cant really put down loose hardcore onto a concrete base.
maybe you could fill the gap with thick XPS insulation or PIR then underfloor heating then screed
