I never stated that it was "prohibited" - I stated that it shouldn't be done.

... which is probably about the closest to 'prohibition' that a trade body/whatever (with no 'teeth', other in relation to its members) can get.

In any event, you have yet to even be able to tell us which body it is that says "they should not be included", the nearest you've got so far having beens "need not be included, which is obviously very different.

Indeed, there is a gulf of difference between "you don't have to do it" and "you shouldn't do it".

There is an island called Ireland. In that island is a city called Derry. The island is split between Northern Ireland (part of UK) and the Republic. Derry is indeed in the north, but it still an Irish city.
