Replacing mains water supply pipe

I need to replace my mains water supply pipe, in my 1949 house, due to the second leak in 3 years. After the first leak the pipe was repaired in two places as the leak wasn't where they though it was. This new leak is near where the first real leak was so the repair may have failed or a new hole just near it.

I have a section of plastic pipe very near my house just where is emerges from around concrete about a foot away from the house wall as ths is where they thought the leak was. Should the new pipe be connected to the base of the stop cock inside the house or just to the new section of pipe? Should I have a new stop cock fitted?

As I know nothing about these things I am concerned about being taken for a ride by the installer and not get a proper job done.

Given that my existing mains supply come up through a solid concrete floor, how should the connection be made. I can see it would be very difficult to pipe up through the floor so do they now pipe it up the outside of the house and then drill through the wall. If this is the case, does it not freeze in the winter?

Sorry for all the questions but I have been in a bit of a panic since I found I had a fast flowing garden stream from my mains water supply pipe 2 days ago as I don't know what questions to ask anyone who comes to quote for the work. Thanks.

You should get a new pipe from the stopcock in the street ,underground until it surfaces inside the property and terminates with a new stopcock.
