Tip offs to council

I was just curious about where councils get most of their tip offs from about projects that should have had building regulations approval, but for whatever reason don't. Obviously, some projects stand out like a sore thumb even from outside, and neightbours have axes to grind about noise etc, but what about less obvious violations such as unapproved electrical work, plumbing, interior wall removal and so on?

If a DIY was to carry out most of the work on project (not bothering to report it) but invite trades in to do certain jobs how common is it for them grass up their client about the other stuff?
Do councils routinely go on fishing expeditions such as looking for skips on peoples driveways etc?
More underhand stuff like this?

I know that these thngs usually get discovered on house sale, that's not really what I asking about though.

Building control and environmental health up here keep an eye out for scaffolding going up.
A lot of plumbing and electrical work is not notifiable (still needs to be done properly), removing stud partition walls in an ordinary house (2 storey) is unlikely to be notifiable unless it affects means of escape in case of fire. Removing structural walls is another matter entirely.
Unless you've done something absolutely lethal, no trades you employ are going to dob you in- they might walk off or refuse the job.
Your neighbours might grass on you, especially if your activities verge on the antisocial (eg constant sds drills, impact drivers etc after 6pm). Councils generally at the moment don't have enough bodies to supervise known activities never mind driving round looking in skips:)

Or are you referring to the shysters and DIYers that underhandedly try and get away with producing any old tat? What are your thoughts on fly tippers?
 
Councils will pick up a lot of building regulation breaches through reporting of unauthorised development i.e. no planning permission. If it's internal work then building regs generally won't know about it. Even the nosiest neighbour is unlikely to pick it up either.

So bodge away to your heart's content!
