How a Block wall should be rendered?

I have blockwork cavity wall with timber cladding does it require breathable membrane as block has high water absorption and is porous. Which I highlighted in yellow

if i render a double skin blockwork cavity wall. Should u install stop render bead around the weep to allow water to drain? which will aslo stain the render

I would imagine rainwater will provide much heavier covering to your wall than a weep hole
