Individual parliaments can veto membership decisions. So, a lot.

Really, they all come across as all pi*sing in the same pot to me. The exception being Victor Orban who objects to Ukraine joining because of their human rights record on minorities. Mind you, can see the likes of Poland and other countries bordering those countries raising some objection and that's where the horse trading and arm wrestling contests come in.
