Some US utilities are making great use of storage batteries.
Their conditions are different to ours, because they have pretty dependable sunshine, and pretty dependable Aircon load.

But at the same time, the growth in offshore wind can be traced back to a 2014 decision to establish a new support mechanism for low-carbon generation. Called “contracts for difference”, it guarantees a set price for units of electricity. If the market price falls below the set price, the generator receives a top-up payment. If the market price rises above the set price, the generator pays back the difference.
...although the LibDems in coalition with them at the time might have had something to do with it.

Land space and planning. Looks to me that an onshore move is cost related. I was surprised now much onshore there was around in France. Not huge units but significant space in fields. Scale it up and it wont be pretty. You might say they were sort of tucked away.
Labour have an interest in floating offshore. Maybe inject a bit of cash or keep a close eye on it?

Comments from installation companies. Not all that long ago, No point in more as cables aren't available. Looked around and there seemed to be some activity that might be more related to offshore or just underwater is easier.
The de facto ban on new onshore windfarms has been dropped by the Labour government, to the delight of environmentalists and energy experts. The change, which comes into force immediately, will be confirmed to parliament on 18 July after the Commons resumes sitting. It was also announced that it would go a step further and consult on whether to designate large windfarms as nationally significant infrastructure projects, meaning that the energy secretary, Ed Miliband, would sign them off and local councils would not have a say.
In a policy statement, officials wrote: “Delivering our clean power mission will help boost Britain’s energy independence, save money on energy bills, support high-skilled jobs and tackle the climate crisis. “We are therefore committed to doubling onshore wind energy by 2030. That means immediately removing the de facto ban on onshore wind in England in place since 2015. We are revising planning policy to place onshore wind on the same footing as other energy development in the National Planning Policy Framework.”

What happens when it's fitted. Insulation has more effect and isn't cost;y.
Insulation is effectively an energy efficiency issue. Such issues can lead to more energy being consumed in the long term owing to Jevon's Paradox. Either by the user, or non a more macro-economic level.
Solar panels do not suffer from this issue, as they are replacing an energy generation.

It's a common discussion in PV forums when trying to work out savings, if electricity was more expensive would you really have used the tumble dryer that much?
For my house to insulate more would need external solid wall insulation, guestimate price £10-15k with a repayment time of 'once I'm dead'.
My PV and battery array cost £12k but is saving well over £1k per annum.
Just make all (most) roof tiles as PV in themselves.
