Does anybody know what this valve does its only open a small amount

Its designed to be used fully open or fully closed, in reality they rust and dont operate when they are most needed. Replace it with a quality full bore lever valve like pegler.

It's slightly open at the mo so should I open it or close it

Is it a manual bypass valve? If so, leave alone or possibly replace it with an automatic one. You might need a heating engineer to look/identify/poss replace it.

As per @Mottie - it's a manual bypass valve, so not designed to be fully open or closed and has been set for your system. Would be better with an automatic bypass too.

Would this affect the radiators as I've fitted drayton trv4s and having problems with some rads warming up then cutting off and not coming back on

That gate valve is on the CH primary return and is used for the hot water, it regulates the flow through the cylinder coil to maximise heat up. That being said, as you have a Y plan, when both HW and CH are calling for heat, could that bypass affect flow through the radiator circuit, potentially.

If nothing has changed though with the rest of the system, that valve hasn't been adjusted and it was working fine before you changed the TRV's then it's nothing to do with that and as suggested leave it alone

It's the TRV's that you need to look at being the only thing that has changed.

Is it not between the CH flow, before the motorised valve, and into the cylinder return, i.e., a bypass? Unless my eyes are deceiving me.
