Throw someone else's money at it so it looks like we are doing something.
Plus it all goes to show that they have increased NHS spending over time.
It's a win win for them as their core voting demographic of eejits will lap up the blatant manipulation without question.

Hopefully, it will be cost neutral and will just move some provision from hospitals to the community. I don't see it as a big issue. It might even make things better! Patients will most likely find it easier. It's a pain having everything centralised at a hospital where you have to travel miles and then it's expensive and a struggle to park.

Heres a trial where hospital appointments were reduced by 15% because cases where a hospital appointment wasn't needed were filtered out. The Hospital consultants were able to manage three times as many consultations because the GP could effectively provide the background information.
Here's a separate study where they reduced new appointments by 16%.
The NHS bean counters have checked and it is a big saving.
