Most consumers exercise their choice when their values are affected.
Sometimes it's environment, sometimes it's politics, sometimes it's economy.
There are many factors that affect people's choices.
 
Moving manufacturing back to the states is good idea if you want to avoid tarrifs.
However the domestic market in the USA is finite, so once it has been saturated with all these Reshored manufactured products, where does it go from there.
The other issue is supply chains. Products like moblle phones are unlikely to go back to the USA en masse not because of high labour costs in the USA (the labour content is actually relatively small because much of the production is highly automated - and a robot running costs are more or less the same to run in both countries) but because the USA no longer has the supply chains to support that manufacturing. If you are within an hour's travel of your main component suppliers it makes a big difference to your ability to run JIT (lean) manufacturing.

To produce the wealth needed to pay for all these 'Made in America' products wont America need to increase its exports to countries which they have hit with massive tarrifs, these countries will probably respond with tarrifs of their own on American goods, so who is going to buy American exports.?
Yes. But on products which require a large labour input, because for example they are low volume or semi-bespoke we may see firms making the choice between either building for the US market alone, or shutting down and moving elsewhere, which is what John Deere seem to be doing, for example. Shareholder dividends trump nationalistic concerns any day
