it's irrelevant, if fraudulent passports are easily obtainable, so were the required Animal Health Certificates before them.
But it's now a lot easier to continue to use a Pet Passport each time of travel, once obtained. Whereas an Animal Health certificate was needed for each occasion of travel before.

How many wasted years was it, when they changed from the Passports for multiple visits to the once time only certificates?
Now they have to reintroduce the whole kaboodle, from printing passports, training Vets, training border control, educating the public, updating websites, informing travel companies, etc.
What a farce Brexit is/was.
