I think they are upping the threshold rather than making it universals again. Its an attempt to turnaround their dismal ratings and chances of re-election.

However the UK does have a treaty commitment to maintain the ECHR.
It is contained in the Belfast Agreement. While it does not explicitly state that the parties must be members of the Council of Europe, it is assumed. There are also frequent references to the ECHR as a “safeguard” underpinning the agreement.
People might claim the UK can unilaterally choose to depart from the ECHR and leave NI in, however the GFA is a joint treaty with Republic of Ireland.

You think it's only people with super yachts who are excluded from winter fuel allowances? Are you aware of the cut off for pension credit?
