I have found a not my problem altitude with some tradesmen, but can't see a socket even if touching the floor, from being covered that much with a carpet, so tend to agree with @pete01 think it is a Photoshop picture.
 
I have seen them almost that bad for a multitude of "apparent" reasons and usually bordering around the stupidness to the damn right ridiculous
Those are power saving sockets - you only use half as much electricity with those.

Rather stupidly I've seen it done, it's called work creation scheme.

A contractor is asked to install a heated floor, lays the plastic base, adds the pipes and a screed...

No mate you didn't ask me to move the sockets... I'll be pleased to quote to dig it out to move them and patch the floor.
Or: No mate I don't do electrics, it'll cost this much to patch the floor when you've got it moved.

Does anyone have a copy of that photo pic that was in Professional Electrician magazine a few years back?

a shower cubicle in a bathroom, corner walls were tiled including a nice twin socket inside the cubicle and a electrician pointed it out to the homeowner as a danger and the homeowner replied "We do not actually use that socket whilst we are using the shower!"

The Editorial comment was "Oh Dear!"


I wish I had kept a copy.
 
When we redid our ensuite, I smacked the tiles off the wall where the shower was and there was a double socket box with live cables terminated in a junction box buried underneath the tiles...

23 years we had been showering in the flipping shower with it like that.

In the days when the room was just a bedroom, they didn't bother to get rid of the socket wiring when they put the shower in!
 
Sadly not that uncommon a type of thing you find when taking out the old electrics, securespark.
We do sometimes wonder why we do not find piles of dead bodies littering the streets.
