The warders are supposed to know who the trouble makers are, if prisoners are being coerced, then it's up to the authorities to remove the offenders to an isolation wing to allow prisoners who behave to do their time.
The problem is that prisons treat prisoners as some sort of guests of his majesty rather than convicts.
The governors of these jails don't need more power to deal with these problems, they just need to enforce the existing rules.
Prisoners who behave and conform should be rewarded, and zero tolerance for those who don't.

Apart from the ones wrongly convicted, people in prison are almost by definition trouble makers. They got into trouble and were sent to prison. It might be someone else who contributed to them getting in trouble, but ultimately, it's on them. There is a limit to what prison staff can do.

At some point these countries need to proverbially man up.

If they've been exploited for centuries, surely at some point their leaders and tier one people (in terms of business, education etc) need to address this.

I tend to think a significant reason these countries don't progress at a greater rate in the modern era is because of ...

... corruption and greed.
