This is not about setting policy or planning for something that is 4 years away, even if immigration is still a problem then. Farage is a thorn in the side of Labour and Conservative alike. These statements are a message to the present government, whilst appealing to a majority of the voters, that action needs to be taken now. Reform are on a roll taking voters from both of the main parties so they better do something and do it quick or Reform will be the next government.

Farages statement is simply making up stuff to buy votes, Labour can’t act on them because they aren’t real.
Look at his claim of agreements with return countries: both Conservative and Labour govts have and are negotiating to try and get deals, what makes Farage think he can do any better?
