Folk chucking stuff over fences/walls for collection by inmates.
Prison officers banging inmates and helping them in various ways.
Prisoners running the wings not the staff.

etc. Yeah it's fecked all right.

Let's cut its budget then, and get rid of the more experienced staff, so we end up with a smaller number of less experienced officers, plus contractors from private companies who got the gig by being the lowest bidder, that will make things better.

Everyone knows that spending less gets a better result. Just look at our marvellous roads, rail system, schools, hospitals, dentistry services, mental health provision, GPs, building regs fire safety enforcement...

Almost an endless list of things which have got better since we started spending less on them.
