I think it has lol it's got a fuse switch in the fuse box.As long as the circuit has RCD protection then yes, if it doesn't you could get an RCD socket or even change the FCU to an RCD type to protect whatever's on the circuit.
I don't like seeing the gardening tools so close to the unprotected cabling, could easily get damaged if not careful.
