It is a photocell. It is usually used to turn lights on when it gets dark, and on again when it gets light again.

Possibly wired like this

Yes they do fail. Cheap and easy to replace. If you bypass it then whatever it controls will be on all of the time.
That looks like quite an old one.

Probably outside lights

You'd need to check if its even still connected. If i was doing it, I would find out where the cable goes to and then use a test meter.
Or you could temporarily bypass it and see what stays switched on...

There are 3 lights in the garden. Two are working on a DtD sensor.

So with the rain
I managed to turn off the elec and get this off. No screws to be found.
This is what I have.
Advice please.

Need to see whats on the other end of those three wires to be certain.
Is there any markings on the box - maker & model number?
Don you have a voltage tester/multimeter?

Its possible that the two reds are power in and out and the blue is neutral, but that is guess work. As a last resort, Cut the three wires and insulate them and see if all of your lights etc still work. If they do then you could assume that is an old thing that is no longer in use.

Can’t find my multimeter. !!
Can’t get up in the garage loft easily.
I have an old dtd sensor which I might try.
Or try the insulation technique.

You could connect it up, but you need to know which wire is which and where to isolate to save killing the whole house...

If you work out which are the two lives and put those together, the light(s) should work, assuming the lamp(s) is/ are intact.

But you must find out where to isolate the power from and work safely.
