Ok will try thatYes they do fail. Cheap and easy to replace. If you bypass it then whatever it controls will be on all of the time.
That looks like quite an old one.
Probably outside lights
You'd need to check if its even still connected. If i was doing it, I would find out where the cable goes to and then use a test meter.
Or you could temporarily bypass it and see what stays switched on...
