Is this damp?

Hello,
I have a kitchen wall and the color has changed. Its been like tgis for about 10 years, since i painted it when replastered. Could this be damp or something to worry about? I was planning to wallpaper it then paint over it... to hide this. Any advice would be appreciated. Thank you.

What's on the other side of this wall? Do you get any efflorescence on the surface?
A stain blocking paint might work in the short term, but you need to address the root cause of the discolouration if you want to solve the problem.

The others side is the stair case, and under there are the gas and electric meters. I have another wall in the kitchen and has the same issue. The other side is just the dining room. Previously there were tiles in that area were Im getting the discolouration. I took the tiles off, had it replastered then painted but the discolouration persists. Could it be the material the wall is made of or the new plaster? Is there a way to find out if this is damp?

Seems you have some contamination withing the masonry. As said use a stain blocker before painting.
