It’s very straight forward. You are struggling with basic concepts. The union flags that have been placed illegally is a massive problem financially. Some councils have not got the money to take them down let alone replace them. Some councils have more money available so they have decided to replace with union flag signage to keep everyone happy whilst also ensuring that it isn’t going to be a danger or in anyone’s way.

Council tax will be going up in most councils. They are all on the breadline. Max they can put it up is 5%. If they want more they have to go cap in hand to the government for approval. This is rarely granted.
