You appear to be well imnformed about Vietnam....Vietnam it’s not so easy because there is not a lot (?) of essential infrastructure as such
...

An occupier has extensive responsibilities. If they're still fighting and killing yours, yes, of course, it would be insane not to.
An occupying power holds extensive responsibilities toward an occupied territory and its population under International Humanitarian Law (IHL), primarily governed by the 1907 Hague Regulations and the Fourth Geneva Convention of 1949 (GCIV). The fundamental principle is that occupation is temporary and does not transfer sovereignty; therefore, the occupier acts as an administrator, not an owner, and must protect the local population while managing the territory for their benefit.
2. Protection of the Civilian Population
Civilians must be treated humanely and their rights, beliefs, and customs respected. Forcible transfers or deportations of the occupied population are prohibited, as is transferring the occupier's own population into the territory. The occupier must also ensure the welfare and education of children.
3. Provision of Essential Services
The occupying power must ensure the population has adequate food, medical supplies, and public health services. If local resources are insufficient, they must import necessary supplies and facilitate relief schemes.
4. Property and Economic Management
Private property is protected from confiscation. Public property must be managed like a usufruct, preserving its value for the local population. Natural resources should also be managed for the benefit of the local population.
etc.....

As the historian Timothy Snyder warned in his 2017 book, On Tyranny, this is how societies slide into danger: people obey in advance.
Vietnam was backward under French colonial rule. You appear to be well imnformed about Vietnam.
Perhaps you could make your own YouTube video about Vietnam.
I've traveled extensively in Asia, and in my experience the only country to have gone backwards since the removal of colonial/imperialist occupations is Myanmar (or Burma as it was when I was there).Vietnam was backward under French colonial rule.
The Vietnamese only started modernise when they threw the French and Americans out.

Vietnam's farming is abreast with current technology.Vietnam was backward under French colonial rule.

Vietnam’s Young Farmers Fly High with XAG Agricultural Drones
Across Vietnam, a generation of digitally fluent farmers is embracing technology to bring fresh life to rural communities. Among the tools reshaping their fields are agricultural drones developed by XAG, which help save labor, boost yields, and create promising careers for young people returning home.
They even save lives from floods in Vietnam with drones...Maybe Highway Man might be tempted to use his Redundancy Money to invest in Agricultural Drone use.
