For your argument to have any credibility:

It would follow that the Muslim community, and the preacher were put there by government, against the public's wishes, and at their expense.

None of that is remotely true.

I love my analogies, however there's a slight difference. It may indeed be true the preacher partly did this to rile the locals, I don't know, by the same token maybe he was trying to save their souls.
