Because that is the way they have been doing it (without a problem) for 50 years.
Ice cream vans fair enough. They operate afternoon/evening time. I dont mind them. But twice last week I was laid in bed having a sleep in, and I could hear something faint in the background outside. I turned my head slightly, and then could hear it. THE BATMAN THEME TUNE BEING PLAYED ON ICE CREAM VAN CHIMES! Theres a local business selling "baps" from the back of a "van". They call themselves "bap van" and thats their tune. It lets the local businesses on the local industrial estates know they are there. BUT AT 9AM!

My contribution to police uselessness.
A young woman went missing here after a night out. It was reported that a man had been hassling her in the nightclub. Her sister got arrested for having a go at the man, telling him to go away basically.
Two weeks to the day later, they found her body in bushes - on the opposite side of the road where she'd last been seen and about 200 yards from police headquarters!!!!!!
That has to qualify as being really useless..........................
