On an unrelated note Kieth and Rachel need to sort out tax on ex pats, there is no sensible case for not fully taxing ex pats with businesses in the UK or other links like use of the health service.

Simple.

Don't allow them. If you're a UK citizen you are registered for tax in the UK, and you pay tax on your income wherever you earn it.

Don't want to pay tax in the UK? No problem - find somewhere else to be a citizen of and hand back your UK one. Sorted.
 
If you are resident in the Uk you pay taxes here and on foreign income. That shouldn't change because you decide to leave the country to save tax, but want the benefit of remaining a British citizen domiciled here.
