Allow me to draw an analogy:
I say something like, "Thames water made massive profits last year
Scottish Water also made some profit.
Essex water provide drinking water."
And you respond with something like, "So you condone Thames water dumping untreated sewage into rivers?"
How is your question remotely relevant or connected to my statement.
It isn't in any way connected to what I said. It can only be a question based on your assumption of something that has not been said.
Therefore your 'question' is not a question, it's an implied accusation. An accusation based on your assumption of the other person's absence of a comment. Which is nonsensical.
Therfore it's an ad hominem attack, disguised by your claim that it's a question. But an ad hominem attack none the less.
