I have a tap to fit in a wooden kitchen worktop. I will drill the hole and seal the hole with clear silicone. Is it then ok just to relie on the rubber washer on the tap shroud to seal between the worktop and the tap (like usually do when install the tap in a sink). Or apply a bead of silicone here?

Usually printed on the instructions and afaik no silicone is needed at all.
Seal the hole with oil based varnish and let it dry properly before fitting the tap without silicone.
Use waterproof PVA glue to seal the cored wood grain in the hole, silicone can lift after time leaving the wood exposed, wood dependent.
Silicon lubricates rubber seals , so when tightening they easily distort , so not required .

make sure you treat with oil or other Finnish around the sink and tap cutouts overdoing it a bit as the most likely to give problem areas
