That's been done before, but it's incredibly unpopular and ineffectual.Agreed, when drugs make the news, like when county lines are interrupted, or a consignment seized, there is no mention of the people buying the stuff. The fact that there is a market is taken as a given. It might be an idea to try to tackle that end of it.
