So an overloaded inflatable with very low freeboard would be very much in danger of being flooded in one situation, but not the other.

Low freeboard - choppy water.

An overloaded small inflatable boat typically has a freeboard (the distance from the waterline to the top of the tubes) of less than 50 mm (about two inches) at its lowest point. [1]Regulations for commercial or safe operation generally require a minimum freeboard of \(250 \text{ \textendash } 300 \text{ mm}\). When this distance drops below 50 mm, the boat is dangerously overloaded and at severe risk of capsizing or swamping (filling with water).

The average of 50mm freeboard is five to six times smaller than the recommended.

A wind speed of just 3 knots (about 3.5 mph or 5.6 km/h) is needed to start generating ripples. However, to consistently generate waves above 50 mm (0.05 meters), a minimum steady wind speed of about 4 to 7 knots is required. [1, 2, 3]

The average wind speed in the English Channel typically ranges between 13 mph and 18 mph (11 to 16 knots). Winds generally blow from the southwest. Winter strengths average Force 4 to 6 on the Beaufort scale (13 to 31 mph), while summer months are calmer.
