Cracks under Steel Beam

Wow!
I'd want three things from a structural engineer

1. His qualifications and experience
2. Confirmation that the whole design is OK
3. His PI policy details
 
As its plated underneath, do you know the section size (ie depth x width) of the beam internally?
The copied image below shows the beams - inner beam (foreground), outer beam (background). If my eyes do not deceive, the outer beam looks like it's only about 203mm deep or no deeper than 254mm. That applies to both beams. o_O

Inner certainly looks like a 203 UC.

The crack pattern and the apparent new bit of mortar at the end of the padstone suggest movement already
 
The builder is inspecting it tomorrow and we are following BC advice, ie; BC has asked to see the SE design & Specs - the SE name was mentioned in past correspondence so he does exist. Let's see who's name is on the calcs the builder submits to BC - and we will take it from there.
 
Of course its all down to actual calcs and FoS ,not just this is what we always do, 100, 200, 300, would you fret putting a 10m spanning beam if it had no load on it resting on a 50 x 50 angle bolted to a column??

But!!! We've seen the pictures, and we have seen the issues from the loading.
