I hope that this isn't a silly question but does water flow faster through an elbow compared to a fully open rad valve (assuming the other rad valve is also fully open?)
Depends on the relationship between the size of the openings and the size of the tube delivering the fluid to the elbow or valve. Actual size is irrelevant.
Assuming that flow velocity is equal as it enters either the elbow or the valve, velocity thru the elbow or valve will be dependant on its size and other factors like the internal surface smoothness etc. The right angle will drastically reduce the velocity also.
The rad valve will, therefore, offer more resistance than an elbow so it could be safe to assume that flow thru an elbow will be faster than thru a rad valve (all other factors being equal).
