my house was like that when I moved in... i had wall lights driven off a plug plugged into the wall sockets below with the wire chased up the wall... etc this was all hidden by the furnature so you don't see this stuff until you move in. needless to say it was all rewired.

there must be a supporting wall under that floor.... otherwise you would have seen the ceiling bow and if there was a bath there... well it would have fallen thru to be sure

this can be done with some UPVC installers cleaner, not sure what is is called... BUT if you use something else be careful as the UPVC will do dull....
