the primary flow switch is the pump proving switch.
1. is there 1.2bar on gauge.
2. is pump working (not seized.)
3. is bypass blocked.
4. is diaraghm split.

sounds like it is overheating, you need to make sure the pump is wired back to the boiler for pump overrun and your bypass valve if fitted is open. also needs a permanent live to boiler not just switched live.
first of all if the heating is always on but room stat and clock are set to off then it is th hw microswitch stuck closed circuit, but if it comes on when you run a hot tap then it is the diverter valve letting by, also check plate heat exchanger is clean if not replace.
the boiler has a built in frost stat to protect the boiler, but if you have exposed pipework that could freeze you need to insulate the pipe fit a frost stat and a pipe stat.
need more info with regards to the heating always being on.
you need to check the combustion box door seal, as if this is leaking it will trigger the overheat stat on the fan.

yes the thermistor acts as a frost stat,
the problem is your hot water microswitch front left hand side on front of pressure differential valve. push in microswitch i bet it is springy and does not have a click on and off.
did he carry out electrical safety checks ie short circuit resistance to earth? these pcbs are good as gold so i would not fit a new one yet.
isolate electics go from neutral to live you need at least 20 ohms go from earth to live you need at least 2meg ohms, if these are ok its not the boiler...
